Yes.
I'm usually the one who never messes up in the raid.
During War Priest, I always grab aura first and do DPS while maintaining the aura.
I'd agree with this for PvE, but not often for PvP.

I have to disagree. You're good because... you're just good. Not because you used Google to locate some ghost. Your skill is a credit to your actions in the game and not some number.

Ghosts and fragments won't get you close to 4600

Most of the grimoire is obtained by normal play. Factor that in with the roughly 1000 points from ghost and fragments and you're hunting for and you have a decent score.

Still to get 4600+ you need to be dedicated

No doubt, dedication and motivation are really what are needed for a high grimoire. I still wouldn't say that it determines skill.
