Ice Breaker was designed to make Special Ammo. It's like, it's whole purpose or something. So the fact that you're talking about Sleeper Stimulant is baffling to me.
It's apples and Kobe Steak. Oranges and Basketballs. There is so much "Doesn't compare" I can't even describe it.

True. But, Ice Breaker has done this since day one, and Invective didn't. I'm guessing, since we haven't kept it secret, that Bungie knows that one makes special ammo for other weapons and the the other doesn't. Bungie hasn't stopped Ice Breaker from making ammo for other weapons, therefore they want it to make ammo for other weapons. Therefore, it's a feature, not a bug.
