Um, not an exploit. Its a feature, not a bug.
I've never used it in Crucible, but I'll be very pissed if they remove it from PVE (I'm not much of a sniper anyway). This wouldn't be a problem if nerf/buffs only affected the side of the game that was being ruined by the item needing the nerf/buff. Time to separate PVP/PVE now!
The Special Ammo Nerf wasn't enough. It should have been closer to the way Heavy Ammo behaves.

Ice Breaker was designed to make Special Ammo. It's like, it's whole purpose or something. So the fact that you're talking about Sleeper Stimulant is baffling to me. It's apples and Kobe Steak. Oranges and Basketballs. There is so much "Doesn't compare" I can't even describe it.

True. But, Ice Breaker has done this since day one, and Invective didn't. I'm guessing, since we haven't kept it secret, that Bungie knows that one makes special ammo for other weapons and the the other doesn't. Bungie hasn't stopped Ice Breaker from making ammo for other weapons, therefore they want it to make ammo for other weapons. Therefore, it's a feature, not a bug.
