I think it is annoying as hell, and very cheap but still a valid play as it is not a glitch exploit, and therefore supposed to be in the game- unless it is just very bad planning on bungies part (which I would not rule out immediately)

So if I equip IB and go to a safe spot on map and swap to a different special weapon I keep my current ammo and can just use a shotgun instead? Or do I have to be dead in order to swap and keep ammo?

Have to be dead. Better to use a sidearm imo. It's guaranteed special on the second round and you won't drop your light.
