Sure if the objective focused team can actually score they win, but if the aggro team prevents that while getting significantly more kills and even the occasional half assed partial run they can easily win and it's not rare at all. I've seen the same in zone control, in close games those 10 points per kill matter and can overcome the deficit of only holding one zone.
