after thinking about it and not knowing the context of quote I think it might be about a king or authority figure. someone who would decide if some lives or die in government setting (crime or treason) or an executioner.

It's not about authority, nor monarchy or anything relating to such.

is there more to the poem? the sentence meaning would follow the same context as the rest of the poem. otherwise it ready does not have any meaning since it could mean anything. if that make sense.
