That may be true, but there are not strike exclusive equivalents for every raid weapon. Also, it can take a lot of grinding to get those strike exclusives and even when you get them you can get horrible perks on them. It also can take a lot of grinding for raid weapons to drop but at least when you do you get the same perks everytime.

I think to make elemental primaries work in destiny is make them a reward for doing challenge modes, for raids at least. And make the Challenges hard to compensate. Like for the Oracles, you cannot go into the purifying pool to complete the challenge, but more coracles spawn and the disappear quicker
