He's not saying all refugees are terrorists. He's saying that since Isis operatives can enter a country as a refugee, letting them in without checking them out obviously poses a massive security risk.

Plus, they wouldnt be able to bring the weapons and bombs with them, meaning the means for this attack was already in place by the group responsible. The Charlie Hebdo attack was al Qaeda. I'm going to go ahead and assume they are already established in France.
