There's no level cap. You can max all the skills att level 264

Yes. From everything I've heard and played, there is no level cap which means to you can get every perk

I don't believe you can. But it all depends on where the level cap is. If it is ridiculously high like skyrim then yes you can.

Yes you can seeing as enemies respawn and given the amount of quests/side quests you can level everything it's even noted in a couple of reviews.
