Their technology yes, but one could argue that it might not be the case since their greater technology, including what they got from the Traveler, has been lost. Technology though is irrelevant, I'm talking about powers like supers. Our technology had no bearing on what powers we developed from the Traveler's light, so I don't think Eliksni technology should have any bearing on what powers they develop with it.
