Tbh there is no real clear way to measure skill imo. If you go by KDR, you're essentially punishing players who push and die for objective based game modes. Snipers have higher KDR's because they usually hang back away from harms way, but may not help with the objective play. If people worry too much about their KDR, it makes players more inclined to play too passively, letting the opposing team capture objectives because they don't want to die.
As imperfect of a measure that KDR, its the easiest thing interpret and understand. Its also not tied to the performance of your team. My KDR (1.2) is about avg, but I'm usually in the top 3 for my team in the classic 6 v6 playlist.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
