I was just patrolling the dreadnaught last night where you get a lot of yellow bar "wizards" and I wondered this very thing. Why AREN'T they called "witches"? They wear a dress. They float around like girlies and when you kill them they scream like a girl too. So surely they are female (and you say the grimoire confirms this) so I wonder why they are labelled "wizard" and not "witch" in the first place?
Do you have to ride a broomstick to officially be called a witch perhaps?
Perhaps I should just try to think of them in my mind as "the transvestite wizards" ?
