This might be overthinking it but maybe getting this item has something to do with time it got decrypted. Just look at the name itself. If you play late night it would make sense this has a chance to drop. OP do you remember what time of the day you decrypted this or when the engram dropped?
Edit: This might be a stretch but if you got the engram on the game that was at 530pm that day and decrypted it might actually be how to get one. Just look at the Tower as well, Twilight by definition is "the soft glowing light from the sky when the sun is below the horizon, caused by the refraction and scattering of the sun's rays from the atmosphere". I don't know like I said it's a big stretch but maybe have something to do with it. Unless of course the other guys decrypted it at different times/tower settings then it's meaningless.
I'm basing all this off UTC. When it's 530 here it's midnight there...

The only problem with this theory is that engrams are already predetermined once they drop.

Engrams are pre determined only for what DLC they will drop gear for.

Only exotic engrams... I've tested legendary from engrams I got on my hunter and gave to a titan that made everything titan gear. Blues aren't as well

Where did you here that? Many times I got engrams on my low light Warlock, and decrypted them on my 290 Titan. They turned into TITAN gear that was in and around 285-295 light. Also in the past wgen I was low on armour, I gave every engram I had to my warlock, and each and every blue decrypted was for a Warlock.

Might be putting a little too much thought into it. Remember how much pondering went into the sleeper? Itll probably be some stupid glitch and it comes from a mission.

In a way this makes sense to me.. I decrypted it around 530 CT. The sun in the tower may have been almost down and transition to the night phase. That would be extremely sneaky of them to do. Nice thought.
