I agree and feel pretty strongly about it. I am not going to bother with Jolly Holiday for this reason.
It would be OK with me if you always get a PvP option and a PvE option. But really, why not require Crucible for Crucible-related items and PvE for PvE-related items? I know some are good in both, but most items are good in one and mediocre in the other.
