Yes. Legacy. It would make sense... Year one players relied on RNG for it. You still have to rely on RNG for engrams...
They have to deal with the same RNG crap Year one players had to in order to get it.

Year one players got it through the bounty. I got one and never liked it. I hope it proves useful for something in ttk.

You mean, "...had to rely on RNG to get the bounty for it." It originally was impossible to get through engrams. Same for the others like Thorn and SGA.

I know, but it was still 100% RNG to get it. Now, its still RNG without wasting a quest to obtain a Year One weapon.
