PLEASE READ, this will affect your application. You will want to change your app accordingly in preparation for this change on 10/13.
Unfortunately, due to a variety of pressing issues, we are going to need to enforce the same policy on the new "Summary" classes that we do on our other Destiny services in regards to showing you other users' non-equipped items. As of 10/13, you will only see non-equipped items if you are authenticated as an Bungie.net account linked to that Destiny account/character.
As a mitigation, you should be able to build in support for this right now by assuming that the service will return information with this restriction.
I apologize for the inconvenience and extra work due to the sudden removal of this feature. There will unfortunately be no way to get another users' non-equipped items once this goes into effect (short of your app authenticating as them to bungie.net, which I hear was the primary means of working around this restriction previously, and will have to be again). We are looking into alternative options for the future.
Again, please accept my sincere apologies for this situation.

Can you shed some light for the reasoning behind this? :)

Well, is good that i didn't start work on the app i wanted to do for ToO, i wanted and app that you put the names of the enemies and it will show you the "best" weapons they have (even if they don't had it equipped, for the cases of people that start with some gun so that you get confident and then they swap).
