If it's like the stillpiercer quest.
You don't really have to use a telemetry.
Just use a cloak that speeds hand cannon upgrading.

True, but there's not a lot of those cloaks around

Ok I guess....all 3 subclass cloaks have 2 weapon options. May not be leveled, but most should have one

Yeah. I get it. I didn't have one so I just listed the telemetry

Just trying to get it out there that telemetry aren't required.. I wouldn't have known this either exept I started to notice my sniper kills were counting.
