You misunderstand. Other regions have their own language dubs as well, not just text. The Spanish version has a Spanish dub, the French version has a French dub, Italian version has an Italian dub, Japanese version has a Japanese dub and you get the idea. The Ghost voice in their respective languages are, to my knowledge, not changing voice actors.
As a result, it wouldn't make sense to do a tribute to an English speaking voice actor only and put it in all regions of the game where the voices are different languages to begin with. And to do it for only one version is impractical from a development standpoint because they would have to keep it separate from the other versions on purpose which I imagine would be somewhat of a hassle but that's just a guess.

Ahh I see. In a way I suppose it can be viewed in a similar light to the infamous Loot Cave, which although was available and known globally, it wasn't used by everyone everywhere, yet they made a memorial for it because it became such a big event. Certainly at least the "Dinklebot" nickname deserves an in-game memoriam, something as simple as a Ghost shell would be fine by me, and if a player who has a different native language doesn't understand the reference they can look it up and discover something special about the game they play :) I understand that its most likely not going to happen, but you never know for sure with these things, Bungie are known to create and share fan service from time to time.

Yeah its true. I should've been more clear. I mean that it won't happen as far as having any tribute involving a voice clip from the original Ghost. Yeah something similar to what the Loot Cave did might work, minus any voice clips. I can even see a statue or a Ghost Shell with the name " Dinklebot" and some flavor text as a pretty good reference that is both familiar to those that know and also doesn't completely leave out the rest of the world as they could still attain it with no real consequence.

Yeah that makes sense, I didn't really think about the fact that other regions didn't have the Dinklebot I know and love, but the more I think about it the more appropriate a Ghost Shell seems to be
