Technology and Augmentation wise are the Spartan-IVs just as good as the Spartan-lls? I've been hearing that a lV are better in every way expect for not being trained from childhood.

SPARTAN-IV's are equal to SPARTAN-II's if they're equipped with MJOLNIR. Without it, S-II's would clearly win. Even then, Kiki Wolfkill said that in a fight between S-II's and S-IV's, S-II's would win due to their ability to gain any advantage possible. He will undoubtedly play a future roll.

The only advantage the S-IV's have is their GEN 2 armor. Which some S-II's have as well. But I do believe that in the books he could be interrogated for Intel.
