Everyone that keeps saying its a useless perk must not have tried angel of light extensively in crucible. Nothing is more confusing to someone hard scoped at a corner than you coming around the corner and engaging them 20 feet in the air. You win that 1v1 every single time.

Sacrificing an exotic slot for something that is on usefull in certain situations is not worth is for a titan.

Can it be used sometimes for good effect? Sure, just like most things. But is it a good 'general use' perk, and worth the exotic slot? I personaly do not think so lol.
