10 horsemen per chariot is clearly an assumption to help fit the narrative.
Historically chariots were single person. Two if you had a warrior and a driver.
Sometimes there were three but the third carried a state umbrella.

All 10 charioteers didn't have to be on the chariots at the same time. It makes a clear distinction between 700 chariots and 7000 men.
