I think the game tries to portray that while its fun and goody nice time doing missions and what not - the premise still remains of it being a bleak world out there. mostly inhospitable, barbaric even (you shoot anything you see without option of interacting with it).
While not a pretty sight (at all) I admit - but the fallen guardians stumbled across serve the purpose. In a bleak post apocalyptic dystopia the notions of 'rites', ceremony, comfort and other such 'human' conditions are long dissolved along with structure of humanity that it once supported them.
Its now survive in very few ways. That is victory.
