Four fallen is not a small army. Especially if just dregs and vandals... for novelty sake. And regardless of the Prime, the Ketch was just there for the taking. On top of which, it doesn't have to be a Ketch. It could be the Guardian equivalent, or a ship from the reef. Heck, im sure the queen wouldn't mind selling us a Ketch after taking down Skolas.
