Perhaps I'm not following. Should we expect to already have everything by the end of week 1 last year of Sept 2014? Or do you not like vendor system in general? I, for one, don't think luck (RNG) is a sound strategy to build assets. I hope the vendor system improves, so assets can build, instead of rolling dice. Bungie likes this system, because it keeps people playing the same missions over and over and over again.
