ATK is the Attack Value of the weapon... Vanilla maxed out at 300 ATK, TDB maxed at 331 ATK, HoW (Ascended) maxed at 365 ATK.
There ARE differences in the damage applied vs leveled enemies... it can be significant in PvE, but in PvP it seems to be negligible for the High Impact archetypes (unless you're under-leveled).

All i asked was what ATK stood for... And it had already been answered in one word.
