Lag is more dependant on latency rather than upload/download.

What Goya said. Your ping is more important. But obviously if you play on a 10/3 mbs speed it will be laggy. WiFi even worse.

Plus some people with good connections will have netflix and torrents running while they're playing then wonder there's lag.

Exactly. The other day my connection was yellow. I just couldn't understand why. Then I noticed the PS4 was downloading a huge update in the background. Paused it and my connection was green.
