Maybe remove "rapid" so that snipers can take their time... And carry the perk reward through game progression? It would be fun to attempt a whole raid with consistent/continuous crits. Just have one free shot for every 3; the other two bullets come from reserve; still free to roam (stock up on ammo) with the perk active.
