Just played 2 PvP matches in which I used Final Rest and got a total of 1 Fusion Rifle kill over both games (had to shoot them twice from 5 meters). Not because I wasn't hitting people, but because Fusion Rifles are complete shit now. So why exactly are you nerfing the shit again, Bungie?
