Not sure who told you PS4 online service was unreliable. Got mine late last year and haven't had any problems.
Honestly though, it really depends on if you want a gaming system, or an entertainment system. For gaming, PS4. For entertainment, Xbox One.

Yea, but from my experience, PS4 is aimed more towards gaming, even having better hardware and graphics over the Xbox One. Though the whole entertainment package of the Xbox One is also appealing. And considering he's going to be a dad soon, maybe the Xbox One would be better. Not to mention the fact that he would be upgrading from a 360, so a lot from that would carry over as well.
