Minimum of 14 players? That's a little much. I rarely ever see 10 players in the same server with me.
And if patrol enemies were higher, noobs would get their ass handed to them.

Well it would be a whole new patrol selection. Just like you can select multiple difficulties in missions. This would also drive more players to those areas.
