Ah thats where the High level patrol comes in. So the world bosses would be somewhere low levels really shouldnt even be. Like it wont unlock until you are minimum level ...maybe 26-28. And on top of all that it would be something you have to actually activate, it wouldnt be there all the time. Like you know the old loot cave in skywatch? where the pile of bones is and you have to activate it to hear the message? A lot like that.
