The faction of a covenant you are fighting are a storm faction led the Jul 'Mdama.
They disbelieve in peace with humanity and well.....

"Storm" is simply a position and rank held within Jul's Covenant. It is not indicative what the overall faction is like.

Are you talking about when Locke meets the arbiter? I don't think Arbiter exactly is hunting chief down, but he realizes it's important to figure out what he's up to, so he helps Locke.
