Hi. Actual EOD(Explosive Ordnance Disposal) tech here, and I'm hoping you can add this into your post.
My job is to know explosive ordnance, such as rockets, inside and out. Proximity detonation rockets are a real thing. However, they take time to arm. This is to prevent the rocket from going "OH IT'S TIME TO EXPLODE NOW?" directly after launch and killing the user. After flying so far, usually mechanical detents inside the fuze slide through centripital force, arming the rocket.
Bungie should have studied this feature before making rocket launchers with "Horseshoes and Handgrenades", because I along with many others have killed ourselves because of a prox rocket going off on a target very close to us. This is not how real prox det fuzes work.
Even CoD has it right with 40mm grenade launchers not exploding on impact to a target that's very close to the user. This is also a very real feature to prevent the user from killing themselves. You know it's bad when Call of Duty is doing something more right than you Bungie.

Think this was probably w balance issue. Since you would be able to just shoot prox rockets with no consequences if they didn't blow up in your face.

Yes because the firearms created 700 years ago are exactly the same as the ones used today. You shouldn't be able to understand destiny weapons any more than a 1300s soldier would understand an M4.
