(NOT MADE BY ME!)
The Iron Banner is upon us once again, and Lord Saladin offers us the option to reforge our IB weapons for the chance of an optimal set of perks.
The threads from last couple Iron Banners were very successful, and have tons of good info in them. If you are interested on reading through those, you can see them here and here.
My opinions have changed in a few places based off of those previous discussions, and also because of the recent changes in the crucible.
My play style has changed over the past few months as well, and I play PvP around 75% of the time now. So if you are aligned with me there, you may agree with my personal choices, or at least get ideas from them. Please know that this guide is meant more as a discussion, and the best rolls for me may not be the best for the other guy. "Different things for different people" as they say.
Please mention in the comments if your are rolling for more of a PvP build or a PvE build (or even a combo!). That will help people with the same play-styles see where you are coming from.
Before I get started with my personal rolls, I want to make sure everyone is aware of a couple of things in case they are new here.
Until HoW hits, Iron Banner is the only time you can reforge weapons (take advantage of this), but only IB weapons can be reforged. To do this, you must first equip the weapon and approach the IB vender (Our Lord Saladin). It will cost you two Motes of Light and will re-roll ALL perks on that weapon, including any elemental damage. But it will also remove any EXP gained! You may roll as many times as you'd like, or until your are depleted of motes.
You cannot reforge weapons that are 300 Attack to the current 331 level. I'll be impressed if anyone still has their 300 level weapons. But I recommend keeping them for now, because there may be a possibility that they can be upgraded to the new damage level when HoW comes!
And with that out of the way, let me get started with my personal choices for each weapon! (in no particular order)
Efrideet's Spear - Sniper - (Currently being sold at IB vendor, must be rank 4 3) - Void / Ambush Scope / Double Down / Field Scout / Clown Cartridge I see very few Void snipers drop, so I try to go for that if I can, but obviously elemental damage doesn't matter in PvP. The Ambush scope is by far the most flexible scope you can get. And it will give you a big increase to stability and reload speed. This build is to get as many rounds in my sniper as possible to help counteract the current special ammo scarcity. The default magazine size is 3, so Field Scout will take care of that problem, and double down and Clown Cartridge will give you a chance of FREE ammo! Hard to say no to that.
Timur's Lash - Hand Cannon - (Currently being sold at IB vendor, must be rank 5) - Sure Sight IS / Outlaw / Field Scout / Crowd Control - Sure Site IS has the highest aim assist for HCs, giving you easier head shots. The magazine size is small by default, and the reload speed is slow. So Outlaw and field Scout will make up for those. And with a combo of crowd control on top of such a heavy hitting hand cannon with a large magazine and fast reload?! I say spend all your motes and try to get this roll if you can above all others.
Gheleon's Demise - Scout Rifle - Red Dot - ORS / Outlaw / Hammer Forged / Firefly - Red Dot ORS is my favorite sight, so you will see it come up on the other weapons. But that is just my personal preference, it is not make or break here. Firefly is make or break here. It is the perk to roll for. After that, you can try to get a combo with outlaw. Hammer Forged is always nice!
Silimar's Wrath - Auto Rifle - (Currently dropping at IB Rank 3) Red Dot - ORS / Reactive Reload / Perfect Balance / Glass Half Full - I (like most people) are not a fan of these high RoF low Impact auto rifles. And if you are not either, then don't bother wasting your motes on it. However if I HAD to choose, I would pick these perks to get the most damage out of all those bullets. Reactive reload will give the first part of the magazine 33% extra damage for 3 seconds, and by then, the glass half full perk should start kicking in. Perfect balance is dire here, because you need those headshots.
Skorri's Revenge - Pulse Rifle - Red Dot - ORS / Full Auto / Field Scout / Glass Half Full - I love a full auto pulse rifle, but you will go through ammo quick with only a 30 round mag (essentially 10 shots), so compensate that with field scout. The a glass half full perk on top of that will get you that extra damage in the large second half of that magazine.
Felwinter's Lie - Shotgun - Any Element / Aggressive Ballistics / Who's Next? / Hammer Forged and Field Scout / Shot Package or Full Auto - I tested both Hammer forged and Shot package, and Hammer Forged and Rangefinder, and Shot Package wins HANDS DOWN!! Get that combo and you are sniping with this thing. Another good roll would be the full auto perk instead off shot package or rangefinder, just because it dramatically increases the fire rate. Another decent roll is with full auto, because that dramatically increases your fire rate. Field scout will be good to have as an option since special ammo is so scare nowadays, but you'd give up that range from Hammer Forged.
Perun's Fire - Fusion Fifle - Any Element / Red Dot - ORS / Range Finder / Accelerated Coils / Feeding Frenzy - Nothing too fancy here IMO. Small magazine, so boost your reload with Feeding Frenzy. Extend that range with rangefinder, and make this guy charge even faster with Accelerated Coils.
Jolder's Hammer - Machine Gun - (Currently dropping at IB Rank 3) - Arc / Aggressive Ballistics / Rangefinder / Field Scout / Crowd Control - To each is own with this guy. Field Scout is a must, and bringing down the recoil with rodeo is important too. edit: /u/NinjaGamer89's input made sense. Because of the low RoF stabilty doesnt matter too much, so Rangefinder is probably better suited to be the first perk.
Radegast's Fury - Rocket Launcher - Arc / Hard Launch / Grenades and Horseshoes or Tracking / Field Scout / Clown Cartridge - This guy by default only has a one round magazine. So I opted for Field Scout and Clown cartridge to get a 2 sometimes 3 round magazine (Clown Cartridge will actually give you a free rocket). I feel proximity is more useful than tracking once you get the hang of it. Your choice there.
Again, you may disagree 100% with these, and that is great! Let us know your play-style and what you would choose! Take a look at the weapons on destinydb.com, because it make things a lot easier. Some perks I assumed would be available for these weapons were not. (We will never get Firefly on Timur's Lash, sorry.)
Welp, that's it! Good luck with your reforging Guardians. And I sincerely hope you get what you want!

TL;DR
-To get the most out of iron banner, don't stress about getting your ranks up early, by next weekend your experience gain will increase each day
-Don't stress about bounties you suck at
-Use temperament
-Wear iron banner emblem/shader
-Don't capture all 3 points on control
-Don't lose more then 5 games in a row and its ok to lose!
-Have fun!
Re-Roll your Timur's lash for Sureshot Is/Field Scout/Crowd Control
Re-Roll your Efrideet's spear for Final Round
Re-Roll your Jolders hammer for Aggressive ballistics/Counterbalance or rodeo/Field Scout/CrowdControl
Don't bother with similar's wrath

A lot of great info here @Trust, thanks. For a lot of the people that aren't good at crucible, most important thing in my opinion is being patient when you're playing. Always keep an eye on your radar. Find your weapon. Very important. Once you find a weapon you're good with, it'll make crucible easier.
