Halsey could have said that at any point following the end of the whole arc surrounding Reach.

It does seem odd that she'd honour Noble 6 after abandoning the UNSC, although she may have given the speech at an earlier date.

How do we know the UNSC doesn't change its stance in the next 30 years?
