I reckon there should be 2 sets of 32 gear
Or in this case the next level cap.

You can get HOW raid gear. To put you up the the new max level. But it only benefits in the raid.
Now since iron banner only comes every now and then that gear also should put up to the next cap.
But the perks on the gear would be crucible related.
And you could also reroll your perks just like iron banner guns
Since the gear is random each time.
Means more grinding.
Until you got the full set.

I mean you cant say the gear is op. Wearing raid gear in crucible your disadvantaged due to raid perks And iron banner gear in the raid Disadvantaged due to crucible perks. So pretty much its balanced.
