No. The Cabal are essentially fat kids in space armor with rocket boots. The Vex can only manipulate time while in the Vault of Glass, so they are reduced to robots with lasers that can teleport. The Precursors destroy all

Yup...the descriptions of the Vex severely over-exaggerate their observed abilities. Even in the Vault of Glass, they don't really manipulate time that much, do they?
